Grants to help affected Primary Producers in Victoria

Two available grants: the Victorian Primary Producer Flood Recovery Grant and the Victorian Rural Landholder Grant

In the aftermath of the recent floods in Victoria, primary producers can avail themselves of two different grants to aid their recovery from the damage caused by the disaster. The Victorian Primary Producer Flood Recovery Grant and the Victorian Rural Landholder Grant are both available to those whose livelihoods rely on producing primary products, with the former being more suitable for those for whom primary production is their primary source of income. Conversely, the latter is better suited to those whose primary income does not come from primary production.

It is essential to note that both grants will be closing on April 30th, 2023. Therefore, eligible primary producers who wish to avail themselves of financial assistance must act swiftly and apply before the deadline.

Overview Funding is available to help pay for the costs of the relief, clean-up and reinstatement of primary production enterprises that have been directly impacted by the 2022 Victorian floods. The maximum grant amount available is $75,000, split into 2 payments:

➡ An initial up-front payment of $25,000. To support this claim, evidence of direct damage is required.
➡ A subsequent amount of up to $50,000. To support this claim, full evidence of payment is required.

Primary producers who operate more than one primary production enterprise may apply for assistance for each separate business to the maximum amount of assistance available for the relevant defined disaster area.
The Rural Landholder Grant has a 2-tiered payment structure:

➡ tier 1 – an initial amount of up to $5,000 on the provision of evidence of direct damage
➡ tier 2 – a subsequent amount of up to $20,000 on the provision of evidence of payment.

Funding can be used to help pay for the costs of the relief, clean-up and reinstatement of the primary production enterprise.
Eligibility To be eligible, applicants must:

➡ be a primary producer
➡ devote part of their labour to the primary production enterprise
derive at least 50% of their gross income from primary production in an average year, or from value adding products made directly from raw produce grown by the applicant
➡ hold an Australian business number (ABN) and have held that ABN at the time of the disaster
➡ have a primary production enterprise that is located in the defined disaster area for the eligible disaster and have suffered direct damage as a result of the eligible disaster
➡ have been engaged in carrying on the primary production enterprise when affected by the eligible disaster
➡ intend to reestablish the primary production enterprise in the same community, region or sector as the defined disaster area for the eligible disaster
➡ be primarily responsible for meeting the costs claimed in the applications.
To be eligible, applicants must:

➡ be a rural landholder (hold property of at least 10 hectares)
➡ have a primary production enterprise located in a defined disaster area that has suffered direct damage as a result of the disaster
➡ devote part of their labour to the enterprise
not receive the majority of income from primary production
➡ earn no more than $180,000 per annum from off-farm income
➡ have held an Australian business number (ABN) at the time of the disaster
➡ have engaged in carrying on the enterprise when affected by the disaster event
➡ intend to re-establish the primary production enterprise in the same community region, or sector as the defined disaster area
➡ be primarily responsible for meeting the costs claimed in the applications.
